The personnel department and the human resources sector are essential components of an organization, but they have different functions and responsibilities. Here are the main differences between the two:

1. Main focus: The personnel department has a more operational and administrative focus, dealing mainly with issues related to employees, such as payroll, admission, dismissal, calculation of benefits and time control. The human resources sector has a more strategic and comprehensive focus, involving the development and management of the organization's talents, in addition to dealing with issues of organizational culture, training and development, succession planning, strategic compensation and engagement strategies.

2. Short-term vs. long-term vision: The personnel department generally deals with immediate and operational issues, related to daily procedures, compliance with legal obligations and maintenance of employee records. The human resources sector has a long-term vision and works with strategies to attract, develop and retain talent, ensuring the sustainability and growth of the organization in the long term.

3. Relationship with employees: The personnel department is responsible for dealing with bureaucratic issues related to employees, such as employment contracts, vacations, licenses, benefits and disciplinary problems. The human resources sector designs and implements policies and practices aimed at developing employees, promoting engagement, motivation and well-being in the workplace.

4. Strategic approach x operational approach: The personnel department normally follows procedures and policies already established by the organization and labor laws, with little influence on the company's global strategy. The human resources sector, in turn, is responsible for developing and implementing people management strategies, aligned with organizational objectives and that contribute to the company's success and growth.

Although there is a distinction between the personnel department and human resources, it is common for these areas to work together, sharing information and collaborating to achieve the organization's objectives.
