The changes in ministries made to accommodate new parties in the government base are already in effect and will be analyzed by the National Congress. Provisional Measure 1187/2023, which created the Ministry of Entrepreneurship, Microenterprise and Small Businesses, was published in the Official Gazette of the Union on Wednesday (13).
The new ministry, the government's 38th, was created by splitting the Ministry of Development, Industry, Commerce and Services. The minister, already sworn in on Wednesday, is Márcio França (PSB-SP), who left the Ministry of Ports and Airports. The vacancy was occupied by Sílvio Costa Filho (Republicanos-PE). At the same ceremony, André Fufuca (Progressistas- MA) was also sworn in as Minister of Sports.
The MP amends Law 14,600/2023, which deals with the administrative organization of the Executive Branch in the current administration. The Ministry of Entrepreneurship, Microenterprise and Small Businesses will be responsible for policies, programs and actions to support and formalize business, local productive arrangements and crafts, as well as encouraging microcredit and access to financial resources.
Shared Services
The MP also formalizes a change already made by the government. The Corporate Management Secretariat, which in the last government was linked to the Ministry of Economy, is now called the Shared Services Secretariat. The text of the MP also transfers the secretariat to the Ministry of Management and Innovation in Public Services (MGI).
The Shared Services Secretariat will meet the administrative demands of six departments: in addition to the MGI itself; Ministry of Indigenous Peoples; Ministry of Finance; Ministry of Planning and Budget; Ministry of Development, Industry, Commerce and Services; and the new Ministry of Entrepreneurship.
According to the government, the centralization of administrative services brings several gains to public administration, such as optimizing the workforce in support areas; specialization and standardization in the provision of common services to various bodies and the release of ministries to carry out final activities, saving resources and enhancing the workforce.
The changes promoted by MP 1187/2023 are already in force, but will have to be analyzed by a joint committee and by the Plenary Sessions of the Chamber of Deputies and the Senate.
